asked the Minister for Social Welfare if a road worker employed by a local authority who is entitled to superannuation on retirement will also be entitled to receive the old age pension under the terms of the Social Welfare (Amendment) Bill, 1960; and if both pensions may be drawn in full.

The Deputy will appreciate that until the Social Welfare (Amendment) Bill, 1960, becomes law and the necessary regulations are made thereunder, it is not possible to say whether any person or class of persons will be entitled to an old age (contributory) pension.

It is proposed, however, that the new pension will be paid without a means test and accordingly a person entitled to the pension will receive it in full even if he is receiving pension or superannuation arising from his employment.

Difficulties may arise for those employers and workers obliged to contribute to the new pension scheme who may be parties to existing pension schemes. To help in resolving these difficulties, the Bill includes a provision to permit the existing schemes to be adjusted in connection with the introduction of old age (contributory) pensions. The adjustment may be effected by way of agreement between the parties concerned or by regulations made by the appropriate Minister after consideration of representations by those affected. The appropriate Minister in relation to local authority road workers will be the Minister for Local Government.
