National Loan, 1960. - International Development Association Bill, 1960—First Stage.

Leave granted to introduce a Bill entitled an Act to approve of the terms of the Agreement for the International Development Association and to provide for matters (including payments) related to that Agreement.—(Minister for Finance.)

Is it a long Bill?

It is a very short Bill but there is a long Schedule.

If there is a long Schedule, is it proposed to circulate a White Paper with it?

It is very important to get this Bill through this session. We are an original member. I should like Deputies to look at it. If they raise the matter when they look at it, we can postpone it for a few days.

There is an explanatory memorandum.

Where we get Bills which are largely by reference, it is an inestimable help to Deputies if a White Paper can be issued.
