asked the Minister for Local Government if he is aware that estate development is incomplete or unsatisfactory in scores of new private housing estates in Dublin City and suburbs, although some of them have been built for over five years and the householders residing in them have paid heavily for the development work, by way of site fines, before getting possession of their houses; that Dublin County Council and Dublin Corporation refuse to take those estates in charge; and that the residents are deprived of such services as the maintenance of roads and footpaths and the upkeep of public open spaces, while in a number of cases no public lighting has been provided and roads are not free from flooding; and, if so, what action he proposes to take in the matter.

I am aware of the extent of this problem and of the efforts which are being made by Dublin County Council and Dublin Corporation to ensure that the developers discharge their responsibilities. Provision is included in the Local Government (Planning and Development) Bill, 1960, introduced last week, to give local authorities more effective powers in this matter.
