asked the Minister for Local Government if he is aware that the residents of Manor Estate, Whitehall Road, Terenure, Dublin, have had to resort to the withholding of ground rent in an effort to compel the ground landlords and estate developers to meet their long-neglected responsibilities in completing the development of those parts of the estate which have been fully built up for five or six years; that one road in the estate is regularly flooded; that a section of the estate, comprising over two hundred houses which have been occupied for more than two years, is still without public lighting; and that open spaces in the estate are totally neglected, being rat-infested and overgrown with noxious weeds; and, if so, what action he proposes to take in the matter.

I am not so aware. The matters referred to are for the attention of those responsible for the development of the estate. I am informed that the request to take the estate in charge was received by Dublin County Council from those responsible for the development only about a fortnight ago and that the council will now have a detailed survey carried out for the purpose of indicating any defects which will require to be made good, before the estate is taken in charge.
