asked the Minister for Defence when it is proposed to increase the pay and allowances of Army personnel.

55.

asked the Minister for Defence when it is proposed to give (a) increases in pay to all ranks of the Armed Forces and (b) children's allowances to commissioned officers with families.

I propose with your permission, A Cheann Comhairle,, to take Questions Nos. 54 and 55 together.

Certain decisions have been taken regarding increases in Army pay to take effect as from the 1st February, 1961. The details are being worked out as quickly as possible and I expect to be in a position to make an announcement in the matter at a very early date.

I may add that it has been decided to grant children's allowances to officers.

Can the Minister say if it is proposed to grant children's allowances on the same basis as applies to civil servants?

I did not say that.

No but I am asking can the Minister say it?

I said that the details will be announced very shortly.

Is the Minister in a position to say if a decision has been taken on that aspect of the question?

A decision has been taken to grant children's allowances to officers. I shall announce all the details together.

Will that be on the same basis as children's allowances to civil servants?

Not exactly.

Will it be less favourable?

It will be announced in the very near future.

This amounts to cross-examination.

I have to elicit a reply some way.

Will the Minister say when he will make the announcement?

It will be announced very shortly.

Will the Minister say whether, in fulfilment of a statement which he made in this House some time ago that the retirement pensions of non-commissioned officers and men were under consideration, the question of the superannuation of such persons will also be the subject of an early and favourable decision?

That is a completely separate question. These questions deal with pay.

Could I ask the Minister whether the question of pensions for N.C.O.s and men is still under consideration?

It is, yes.
