asked the Minister for Lands whether fishing rights up to the place where tidal waters end are the property of the State.

The answer to the question is "No." The right of fishing in tidal waters is in general vested in the public. There are, however, cases in which the exclusive right of fishing in certain tidal waters is in private ownership.
