asked the Minister for Justice if he will set out precisely the duties of the President of the Circuit Court; if he will detail which of these duties the present President is unable to exercise owing to his absence in Cyprus; and what arrangements it has been possible to make for the carrying out of each of these latter duties by other persons.

The powers and duties of the President of the Circuit Court are set out in Sections 10 and 12 of the Courts of Justice Act, 1947, and Section 17 of the Courts of Justice Act, 1953.

So far as I am aware, the President's absence does not operate to prevent him from exercising these powers and performing these duties, with the exception of attendances at meetings of the Circuit Court Rules Committee of which he is ex-officio Chairman. The Committee may function in the absence of the Chairman.
