Business of the Dáil. - Electoral (Amendment) Bill, 1961.

Might I raise a question in relation to procedure? I want to be clear about the position. The only way in which we can have any coherent discussion on the Electoral Bill is by taking the Schedule item by item. If we have to amalgamate all the discussion on that one operative section, the position will be quite impossible. I think we should discuss the Schedule item by item.

The usual procedure is to take the Schedule and discuss it as a whole.

We can adopt the same procedure as that adopted in an earlier measure.

There is a precedent. A particular situation arose and it was agreed on that occasion by both sides of the House that we should discuss the Schedule item by item.

There is a precedent to show grave difficulty can arise with regard to a Schedule if the Schedule is not dealt with in the way suggested.

Equally grave difficulties arise in seeing the trees and not the wood.

If there is general agreement, the course suggested can be adopted, but there will have to be a motion to the Dáil.
