andMr. McQuillan asked the Minister for External Affairs whether the Secretary-General of U.N.O. or any of his agents have asked for the release of Mr. Tshombe; if so, on whose authority; and whether the Government approve of the Secretary-General's decision to call for the release of Mr. Tshombe.

I understand that the Secretary-General has not asked specifically for the release of Mr. Tshombe. The United Nations resolution of April 15th calls for the release of all political prisoners. In the case of Mr. Tshombe as in the case of other political personalities who have been arrested from time to time in the Congo, the Secretary-General emphasised that Mr. Tshombe and his associates be given humane treatment in accordance with generally accepted principles of law and be granted the facilities and protective measures required by minimal legal procedures.
