Written Answers. - Housing Acts: Powers of County Councils and Housing Authorities.

asked the Minister for Local Government if county councils and housing authorities have power under the Housing Acts to erect houses for (a) newly-weds, (b) persons with small families, (c) married persons having no children, (d) small farmers and (e) persons who are not members of the working classes; and, if so, if he will state the appropriate provisions of the Housing Acts which give such powers to housing authorities.

Housing authorities both rural and urban may, under the general powers conferred on them by the Housing of the Working Classes Acts and the Labourers Acts, provide houses for any of the categories referred to by the Deputy.

In particular: (1) as regards the category referred to at (a), Section 18 of the Housing (Amendment) Act, 1950, enables urban housing authorities to provide "reserved houses" for persons of a particular class. Part III of the Housing (Management and Letting) (Amendment) Regulations, 1953, provides that a letting of a "reserved house" shall be made only to an applicant who is newly wed or to an elderly person. (ii) As regards the category referred to at (d), the Deputy is referred to the reply given to Question No. 21 by Deputy Norton on the 19th April, 1961. (iii) As regards (e), Sections 31 and 35 of the Housing (Amendment) Act, 1952, enable housing authorities, urban and rural, respectively, to provide houses for persons irrespective of whether they are or are not members of the working classes or agricultural labourers.
