asked the Minister for External Affairs whether his attention has been drawn to a document issued in London on 18th June by the Baptist Missionary Society accusing the Portuguese of wholesale slaughter in Angola; and whether in view of this and other recent statements on Portuguese actions in Angola he will, by means of the Irish diplomatic relations with Portugal or any other means which he may consider suitable, urge the Portuguese Government to exercise the utmost restraint and moderation in Angola, to avoid further repressive measures, and to seek a peaceful and just solution to the present discontent.

I am aware of the document to which the Deputy refers. The Portuguese Government are aware that we regard the denial of the right to self-determination of the people of Angola as a breach of the United Nations Charter. On 20th April, 1961, we voted for a resolution in the General Assembly calling upon the Government of Portugal to consider urgently the introduction of measures and reforms in Angola and for the implementation of the General Assembly resolution on 14th December, 1960, on the granting of independence to colonial countries and peoples.
