Ceisteanna—Questions. Oral Answers. - European Economic Community: Transfer of Powers.

asked the Taoiseach if he is satisfied that the Government has the necessary authority to transfer to the institutions of the European Economic Community the widespread powers required by the Treaty of Rome, having regard to Article 6 (1) and (2) of the Constitution.

The Government recognise that, as I have said on a number of occasions, the institutions of the European Economic Community have extensive powers in respect of the matters covered by the Rome Treaty and that it would be necessary for any country seeking membership of the Community to be prepared to consent to the exercise by the institutions of those powers.

The implications of the Treaty from the point of view of the Constitution are being considered and I am not yet in a position to express any view in this regard.
