Mr. Ryan

asked the Minister for Finance if he will amend the regulations governing the temporary importation of private motor vehicles to permit a person ordinarily resident outside the State to lend his car to a person temporarily living outside the State, but ordinarily resident within the State, for the purpose of making short visits within the State; and, if not, why.

It is a fundamental principle of these regulations that relief from duty be allowed only where the importer has his only or principal place of residence outside the State and I am not prepared to provide the further relief sought by the Deputy. Such a concession could not be effectively controlled and would be open to serious abuse.
