asked the Taoiseach if there has been any change in the attitude of this country to the North Atlantic Treaty Organisation as laid down by the then Government in 1949.

I assume that the question refers to views which were expressed by the then Government in two Aides-Mémoire which were communicated to the Government of the United States of America in 1949 and subsequently published in a Government White Paper.

The communications were issued in connection with an invitation from the Government of the U.S.A. to participate in the negotiation of the North Atlantic Treaty.

As the Deputy is aware, the North Atlantic Treaty was concluded on 4th April 1949 and came into effect later that year.

The terms of this Treaty provide for the possibility of accession thereto of additional members only on the invitation of the existing members, issued with their unanimous consent. If such an invitation should ever be issued to this country, the views expressed in the communications of 1949 would certainly be relevant to its consideration.
