asked the Minister for Education if he is aware that a number of national school teachers trained in or about the year 1938 were unemployed for a considerable period, as they were unable to obtain permanent posts as teachers owing to redundancy; and, if so, if he will consider granting increments to such teachers who obtained teaching posts in temporary capacities pending their taking up permanent employment.

The award of increments to national school teachers is governed by the Rules and Regulations for National Schools. I am not prepared to have these Rules and Regulations amended in order to provide for the award of increments to teachers in respect of any service which is not normally incremental.

As regards the teachers in question, I might point out that 24 years have elapsed since 1938. As the incremental scale for national teachers is limited to 20 years the extent to which the award of increments to such teachers would now arise is, therefore, negligible.
