Written Answers. - Rates for Public Assistance and Health Services.

138.

asked the Minister for Health if he will give details of the rate in the pound for public assistance and health services in respect of each county council and each county borough council for (a) the financial year prior to the coming into operation of the principal services under the Health Act of 1953, and (b) the first full financial year following 1st August 1954 under the following heads: (1) county council rate, (2) public assistance rate, and (3) health rate and the current rate for (i) health services and (ii) public assistance.

The information requested by the Deputy is included in the following table:

(a) A comparison of the rate for Health in 1953-54 with the rate for Health in 1955-56 or 1961-62 would not be valid, since in the earlier yea r a wide variety of services later classified as “Health”(e.g. the general medical service, institutional services, other than for infectio us diseases, and institutional assistance) were classified as Public Assistance.

(b) For the year 1961-62 one rate was struck in respect of health and mental health while, for the two previous years quoted, there were separ rates for health and for mental hospitals. This follows the change made in the Health Authorities Act, 1960 under which the mental health service ceased to be regarded as a separate service and was integrated with the health services generally in the interests of breaking down the distinction which formerly existed.

(c) It should be appreciated that a large part of the increases is accounted for by increases in salaries and wages of staffs engaged in the p of health services, in common with increases in remuneration of staffs in other sectors of the economy.
