asked the Minister for Local Government if he will make regulations under the Road Traffic Act, or introduce new legislation, to compel pedestrians in the interests of their own safety to walk on the right-hand side of the road in future.

I would refer the Deputy to Section 88 of the Road Traffic Act, 1961, which enables general bye-laws to be made to this effect, if necessary. The making of such bye-laws is a matter for the Commissioner of the Garda Síochána in the first instance. I can see that the desirability and the feasibility of framing enforceable bye-laws on this subject would require very careful consideration.

At present an approach is made by way of propaganda on the advantages to pedestrians themselves of following such a rule on roads where a footpath or footpaths are not provided. This is done in the "Rules of the Road", in leaflets and radio and cinema material prepared by my Department.
