asked the Minister for Finance if he will take responsibility, if necessary by enabling legislation, for the upkeep of mill-race embankments in Galway City area.

The works concerned were constructed for the benefit of the mill owners and there is provision in existing legislation giving the mill owners the duty and power to elect trustees to maintain the works. There is no need for further legislation.

Is the Parliamentary Secretary aware of the dangerous position that nobody is accepting responsibility at the moment?

That is quite true. It has nothing to do with us, however; it is a matter for local initiative, in the first instance.
