asked the Minister for Local Government if he is aware that Laois County Council at their meeting held on 30th April, 1962, were unanimous in their opinion that, in the planning of main road improvements by his Department, the town of Portlaoise should not be by-passed, as this would have a very serious effect on the business and commercial life of the town; and if he will give an assurance that at no time in the future will such a plan be put into operation, as it would be opposed by all sections of the community and business interests in the town.

The planning of road improvement schemes in their functional area is primarily a matter for the local road authority. I have not received any proposals which would involve the by-passing of Portlaoise, nor am I aware of the existence of such proposals. I am not in a position to give an assurance of the nature requested in the last part of the question.

For what reason is the Minister not in a position to give an assurance that the town of Portlaoise will not be by-passed?

When I reach that fence, I shall jump it, but not before.

We shall wait until it is reached and we shall see who jumps highest.

I would point out that the county council makes the proposal——

They will not make any proposal to by-pass the town of Portlaoise.

When there is a change in that situation, it will be time to ask the question. It is still there.
