asked the Minister for Local Government whether a farmer is debarred from abatement of agricultural rates in respect of a son who works on the farm but who also does ploughing for neighbours.

The law provides that any decision as to the grant of an employment allowance claim is a matter for the county council alone and that the decision of the council on any doubt, question or dispute in relation to such claim shall be final and conclusive. In a case such as that posed by the Deputy, therefore, it would be for the county council to decide on the facts of the case whether or not the farmer was entitled to an employment allowance.

When the Minister says "county council", does he mean the county manager?

The county manager— it is his function in this case.
