I have already considered very fully the question of introducing a gift voucher scheme for prize bonds. As, however, prize bonds cost £5 each, gift vouchers could be exchanged only during the short periods in the Spring and Autumn each year when the bonds are on sale and the bonds may not be held by children under the age of 16 years who are the most likely recipients of gift vouchers, I am not satisfied that the demand from the public for a gift voucher scheme would be sufficient to justify the printing, publicity and other costs involved in the introduction of such a scheme.
What would be the cost?
I have not any idea.
