asked the Minister for Defence whether, after representations were made orally by the Administrative Officer of an FCA Battalion to his Commanding Officer that he had not sufficient staff to perform his duties, as stated in a reply of 13th June, 1962, the Commanding Officer made representations in writing to the Brigade O.C.; whether the latter officer replied in writing; and, if so, to what effect.

As the information requested by the Deputy is confidential, I am not prepared to make it available to him.

Is it not true that there was a reply to the oral representations made?

I am afraid I cannot add to the answer I have just given.

Which means he cannot get anything.

Is it fair to withhold money and not to give the reason?

Certainly—if the Minister makes an Order declaring it to be a secret document.

He does not have to.

He has the power.

The Minister is not changing the situation. That is what I have been arguing all the morning.
