andMr. McQuillan asked the Minister for Transport and Power whether the proposed new thirty-seven diesel-electric locomotives are, except for the addition of a cab at both sides, the same as the General Motors locomotives already in the service of CIE.

Apart from the second cab arrangement there are certain minor technical differences between these locomotives. These differences do not impinge on safety and I have no concern with them.

Is it a fact that the addition of a second cab is made in order to increase the safety margin of the locomotive?

It was found more satisfactory by CIE, apparently, to have some engines with cabs at either end and some operate satisfactorily and economically with a cab at one end.

Would the Minister not agree that the engine that has a cab at both ends has an increased safety margin and is that why CIE has asked that the new engines should have a cab at both ends?

I think the Deputy has the wrong idea of the whole position. The diesel engine with a cab at both ends does not have to reverse at the end of the line and for that reason, it is, in many cases, more suitable. Diesels with cabs at one end have to be reversed at the terminus but both types of locomotives are fully economic and are operating satisfactorily.

If both are economic and satisfactory, why was it necessary to alter the specification for the 37 new diesel engines?

Because CIE consider it a good thing.

Is it not a fact that the purchasing commission originally made a very serious blunder and that the Minister is using his position to seek to cover up that blunder which has cost one unfortunate man his leg and arm?

Will the Deputy please allow the Minister to proceed?

The Minister is trying to cover blunders for CIE. He will hear more of it.
