asked the Minister for Local Government whether he is aware that the city and county managers regularly meet in association and make decisions on administration, wages and other policy which are then put into effect all over the country regardless of local conditions or of the wishes of the elected members of local authorities; and whether he considers this to be a desirable situation.

I am aware that the officers in question meet from time to time. No association of managers has any power to make decisions binding on local authorities. In the exercise of the executive functions of local authorities, each manager must act in accordance with law and his acts are subject to the controls vested by statute in the elected members and, where the law so provides, to the sanction of the appropriate Minister.
