Finance Bill, 1962: Report and Fifth Stages.

I am afraid the Minister slid amendment No. 4 through a little bit too quickly. Amendment No. 4 reads:

"The Imposition of Duties (No. 108) (Used Omnibuses) Order, 1961, and the Imposition of Duties (No. 123) (Tobacco) Order, 1962, are hereby confirmed."

This was in substitution for Section 10 of the Bill which referred in the first part only to the Imposition of Duties (No. 108) (Used Omnibuses) Order, 1961. I certainly never heard the Minister, when he was giving his explanation of the amendment, referring to the fact that the amendment also covered the Tobacco Order. I cannot say whether the Minister said it or not, but I certainly never heard him. If I had heard him, I would have made the point that I objected for the reasons I quoted earlier as to the Imposition of Duties Act being used for the purpose of revenue duties. In case the Minister might suggest at a later stage that, because I had not challenged the amendment, I was accepting it, I would ask your leave, Sir, to move on this, the Report Stage, that the words "and the Imposition of Duties (No. 123) (Tobacco) Order, 1962" be deleted.

I am accepting the amendment on short notice.

I move the following amendment to Amendment No. 4:

That the words "and the Imposition of Duties (No. 108) (Tobacco) Order, 1962" be deleted.

I am opposing that.

I would be interested to look at the record afterwards and to see whether it was mentioned or not. If it was mentioned, it must have been very sotto voce.
