asked the Taoiseach if he will state the net emigration figures and also the average each year for the census periods (a) 1926 to 1936, (b) 1936 to 1946, (c) 1946 to 1951, (d) 1951 to 1956, and (e) 1956 to 1961, and the total; and if he is in a position to indicate approximate figures for net emigration from 1956 to date.

I propose, with the permission of the Ceann Comhairle, to circulate in the Official Report a statement showing the information requested for the intercensal periods between 1926 and 1961. Net emigration figures are not available for the period since the date of the 1961 Census of Population, but during the 12 months period ended May 31st 1962, the net outward movement of persons travelling by sea and air was 19,787.

Following is the statement:—

May I ask the Parliamentary Secretary, for the record, if it is not correct that the Taoiseach has repeatedly said that the net outward passenger movement by sea and air is not a reliable indication of emigration as calculated in the other quinquennial period to which the answer refers?

The most obvious conclusion to be drawn from the information obtained from the Census is that these figures are reliable.

That is a view I do not share.
