asked the Minister for Local Government the reasons for the delay in formulating the new traffic regulations for Wexford; and at what date he expects these regulations to be put into operation.

I take it that the regulations referred to by the Deputy are bye-laws for the control of traffic and parking in Wexford borough under Sections 89 and 90 of the Road Traffic Act, 1961. While my consent is required to such byelaws, the making of them is a matter primarily for the Commissioner of the Garda Síochána, after consultation with the Wexford Corporation. I understand that the Commissioner has proposals for such bye-laws in hand, for Wexford and for a number of other towns and cities.

I suppose the Minister could not say for what period the Commissioner has these recommendations before him?

It is not that he would have them before him. It is for him to make them and to consult with the Wexford Corporation or any town or authority before they are sent to me for confirmation.

Is the Minister aware that such regulations have been agreed upon both by the Wexford Corporation and the local Garda and that these have been sent to the Commissioner quite a long time ago but he has still not made up his mind?

I am not quite aware of the internal working of the arrangement as between the corporation and the Commissioner. It is possible that what the Deputy has said is quite so. On the other hand, might it not be that the Garda, as such in relation to consulting with the Corporation of Wexford, may still only be in the process—

They have cleared all that. We are waiting for the Minister for Justice.

I doubt that we are at fault.

I have grave doubt, too, but I shall inquire into the matter.
