Mr. Ryan

asked the Minister for Posts and Telegraphs if he is aware that a number of persons have received through the post envelopes bearing the words "Debt Recovery Department— Court Proceedings are now being taken unless we have settlement by return of post. Note:—you are liable for all court costs"; whether it is permissible to frank envelopes with such wording; and if he will take steps to prevent the postal service being used for the purpose of embarrassing persons to whom letters are sent.

The legends referred to are not permissible on the envelopes of items sent at the printed paper rate of postage. Appropriate action has been taken to ensure compliance with the regulations and the firm concerned have undertaken to discontinue branding envelopes in this manner.
