asked the Minister for Agriculture whether it is a fact that a trained horse over seven years of age suffers less hardship than an untrained unbroken pony under seven years during transit by ship to the Continent.

The age of a horse can be determined up to seven years but not after that with accuracy. It was for that reason this age was chosen. It served two essential purposes, i.e., the development of the horse-meat export industry and the preservation of the principle that the horse like other animals could be exported by sea without hardship.
