asked the Taoiseach if the Committee of the European Economic Community, formerly known as the Fouchet Committee, has met recently and considered the political implications of the European Economic Community; if any similar Committee has considered this matter; if there is any further information available on the possible political implications of membership; and if he will make a statement on the matter.

Owing to a change of Chairman, the Fouchet Committee became known as the Cattani Committee. As far as I am aware, neither the Cattani Committee nor any similar Committee has met since the 17th April last when the Foreign Ministers of the member States of the European Economic Community failed to reach agreement on a draft treaty to implement the Bonn Declaration.

The present position appears to be that the member States are giving priority to the negotiations on Britain's application for membership of the Community. It is thus not possible at this stage to give any further information as to how the Bonn Declaration will be implemented.
