andMr. McQuillan asked the Minister for Transport and Power what official inquiry, if any, was instituted by his Department into the loss of the motor vessel Halronnell on the Wexford coast on 18th October, 1961.

A preliminary inquiry under Section 465 of the Merchant Shipping Act, 1894, was held into the loss of this vessel. At the time of sailing the vessel was a well-found ship in seaworthy condition, properly loaded and furnished with life-saving appliances as required by law. The inquiry showed that there was no evidence of neglect or incompetence on the part of any person or any departure from the practice of good seamanship in the operation of the vessel. The Inspector advised that the casualty was caused by the extreme weather conditions. In the circumstances, I did not consider that a formal investigation under Section 466 of the Act was called for. A formal investigation under this section is held only if there is reason to believe that the casualty was preventable.
