Business of Dáil.

What are the sitting days next week?

Tuesday, Wednesday and Thursday.

Is the Taoiseach in a position to give us the business for the remainder of the session?

I can give an indication of the business that will be included in the programme to be dealt with before Christmas.

The first callover?

This is the first callover.

Does the first callover include the date the Taoiseach has in mind for rising?

No. It is proposed to finish the Estimates on the Order Paper and there will be a couple of Supplementary Estimates. There is the Fisheries (Amendment) Bill which is down for Report Stage to-day. The Minister for Local Government will make his opening statement to-morrow on the Local Government (Planning and Development) Bill, 1962. There is also the Exchange Control (Continuance) Bill and four small Bills dealing with military service pensions which will be introduced and circulated shortly; there will be two Industrial Grants Bills, a Bill to provide for the nitrogenous fertiliser project and a Bill dealing with Irish Steel. Possibly in this session there will be a Bill arising from certain proposals from the Committee on Procedure and Privileges involving Amendment of the Oireachtas (Allowances to Members) Act. In addition, there will be a short Bill dealing with the National Gallery, the Trade Marks Bill and the Copyright Bill. There will be a motion dealing with the agreement in relation to double taxation with the Federal Republic of Germany and three motions dealing with Defence Forces (Amendment) Schemes.

Does that imply all Stages of these Bills or some Stages?

All Stages. I put in a qualification in respect of the Local Government (Planning and Development) Bill, 1962.

Is there a Social Welfare Bill included in this?

No. That Bill has been passed.

Are we not to have the increase in social welfare benefits after 1st January?

Do I understand that the Second Reading of the Nitrogenous Fertilisers Bill will be taken?

And the Minister for Industry and Commerce will make available the detailed costings he promised?

We will consider that.

The Taoiseach said that legislation included provision for the payment of the Budgetary increases in pensions.

The position relating to that Bill is that the drafting has not yet been completed. Certain changes were decided upon by the Government recently. I cannot say when the final draft——

They are going to be very disappointed if they do not get their increases before Christmas.

The pensions are being paid.

The local authority pensions will not be paid.

We will be able to fix that all right.

Would the Taoiseach try to ensure that permission is given by the House before Christmas? It is up to the local authorities after that.

We will look into that.

With regard to the proposed amending Bill in relation to military service pensions, will they meet the terms of the motion on the Order Paper?

Better wait and see.

When will the Bill be circulated?

They will deal with the increases in pensions announced in the Budget Statement.

In relation to No. 5—the motion relating to double taxation relief—will the Minister arrange that an explanatory memorandum will be given to any Deputy who inquires for it because I think that without such an explanatory memorandum it would be beyond most of us to appreciate it fully? I did not hear any answer.

We will consider the Deputy's suggestion.

The Taoiseach is very coy today. He must have had a very rough time beyond.
