Industrial Grants (Amendment) Bill, 1962: First Stage.

Leave given to introduce a Bill entitled an Act to extend the duration of certain provisions of the Industrial Grants Act, 1959, and to amend that Act and the Industrial Grants (Amendment) Act, 1961. — (Minister for Industry and Commerce).

When will we see this?

Before 22nd January —well before it.

In relation to all these Bills, I should like to say to the Taoiseach that, unless they are circulated well in advance, before 22nd January, we are going to get into a great mess like we did this year when we had to deal with legislation on top of financial business. Unless the back is broken of the legislation before the Book of Estimates comes out, we will never get clear.

Deputies are aware that normally a Bill is introduced only when a White Print has been approved by the Government. At the end of a Session, Bills are introduced which have not been fully drafted. It is intended in accordance with practice to have the Bill available before the Dáil resumes.

I quite understand that, but we got into a mess last year because we had important legislation on top of financial business.

I am afraid it may be the same next year, too.
