asked the Minister for External Affairs what is the attitude of the Government with regard to Resolution (62) 40 on the problem of "early" Refugees in Europe which was adopted by the Committee of Ministers of the Council of Europe on 17th December 1962; and what action the Government have taken, or contemplate taking, on it.

Resolution (62) 40 on the problem of "old" or "early" refugees in Europe has been carefully considered and as I stated on 4th December, 1962, in reply to a Dáil Question, the Government has decided, subject to the approval of the Dáil, to double the contribution this year to the programmes operated by the United Nations High Commissioner for Refugees. The Secretary-General of the Council of Europe has been informed of this decision.

In view of this commitment, a further contribution within the framework of the Council of Europe is not contemplated.
