Vol. 203 No. 4

Ceisteanna—Questions. Oral Answers. - Phoenix Park Accidents.

11.

asked the Minister for Finance the number of fatal and other accidents which have occurred in the past ten years by reason of cattle wandering from the unfenced grazing at Phoenix Park, Dublin on to the roadway, which is now a main traffic artery; what redress the families of such accident victims have in the matter of compensation for loss; and what steps he proposes to take to eliminate this highly dangerous traffic hazard.

There have been two fatal and 20 non-fatal accidents involving cattle on the roads in the Phoenix Park in the past ten years.

It is not for me to advise as to redress available which is matter of common law.

The roads in the Phoenix Park are not main highways. Notices giving warning of the presence of cattle have been erected and a speed limit of 30 mph on all roads has been imposed. The question of improved lighting will be considered.

That is hardly adequate. There have been two fatal accidents and over 20 other serious mishaps during the time referred to. Surely the Department should indicate to the general public who use this main road through the Park—it is in fact as busy a highway as exists around the perimeter of the city—their rights in the matter of accidents or compensation? It is not sufficient to say that additional or improved lighting will be considered. Surely steps should be taken to prevent the accidents which arise through the lack of fencing of these pastures. I would ask the Minister to consider that——

That is a long supplementary.

The speed limit may have a good effect.
