asked the Minister for Local Government if he is aware of the hardship and loss caused to traders in Blackrock, County Dublin, by the present prohibition on parking in the Main Street; and, in particular, if he is aware that parking on one side of the street is not allowed after 7 p.m. daily, although parking at that hour is permitted in Dublin City; and if he will consider the whole question of parking by-laws for Blackrock with a view to allowing parking on one side of the street on alternative days and after 7 p.m.

The making of parking by-laws and their amendment are matters for the Commissioner of the Garda Síochána in the first instance. My consent is necessary either to their making or to their amendment and there are no proposals before me at present for the amendment of the Dublin Parking By-laws, 1962. I am not aware that the present arrangements in the Blackrock area are causing loss or hardship to traders but I understand that before the present prohibition on parking was imposed due regard was had to that aspect of the matter and it was established that alternative space, sufficient for current parking needs, was available in the immediate vicinity. The Deputy will appreciate that Main St., Blackrock, in addition to being a bus route carries heavy traffic from early morning to late evening. Contrary to what is implied in the Deputy's question, heavily trafficked streets in Dublin City are subject to a similar prohibition as regards parking at all times.
