asked the Minister for Education if an applicant for a position under a vocational education committee must be qualified at the time the position is advertised; or if it is sufficient for the applicant to be qualified at the date of his appointment.

In advertising vacancies for teachers, vocational education committees are required to specify the qualifications necessary and to state the latest date on which applications will be accepted.

Normally, a candidate who does not possess the prescribed qualifications on the date specified in the advertisement may not be regarded as qualified. An exception is made, however, in the case of a candidate who has already completed the examination and other requirements for the qualification prescribed in the advertisement, but who has not yet received notification as to whether or not he has secured the qualification. The appointment of such a candidate would not, however, be sanctioned if he had failed to secure the necessary qualification.

I am not quite clear on this point. At this time of the year, one sees a lot of advertisements for vacancies and, at the same time, these examinations are taking place. If a person applies who expects to be qualified and who becomes qualified before the date of appointment, is that in order?

That is exactly what I said in the answer.
