asked the Minister for Finance (1) the method of recruitment to the clerk-typist grade, and (2) the qualifications necessary for the grade.
Clerk-typists are recruited through open competitions conducted by the Civil Service Commissioners.
To be eligible for appointment as clerk-typist (clerical and other duties) candidates must be between 16½ and 18½ years of age on a specified date and must undergo a competitive written examination and a qualifying oral Irish test; the standard of the written examination is that of seventh class in primary schools. Clerk-typists (typing and other duties) and clerk-typists (shorthand-typing and other duties) must, before being appointed, undergo a competitive typing and, where appropriate, shorthand-typing examination and a qualifying oral Irish test; the age limit for these clerk-typists is between 16½ and 25 on a specified date.
The clerk-typist grade is confined to women.

asked the Minister for Finance (1) how many general service clerk-typists are presently employed; and (2) how many of these are on the maximum of the pay scale.
The number of general service clerk-typists serving on 1 January, 1963, the latest date for which figures are available, was 3,142. The information sought at (2) of the Deputy's question could not be furnished in the time available.

asked the Minister for Finance (1) how many clerk-typists left the Civil Service from July 1960 to June 1963 for reasons other than retirement on pension, marriage or religious vocations, and (2) the length of service of such people.
The figures sought by the Deputy could not be compiled in the time available.

Mr. Ryan
asked the Minister for Finance if, in view of the fact that the country is facing a two and a half per cent turnover tax with a consequent increase in the cost of living, he will indicate whether the clerk-typist grade will receive their 1961 increase before the value of money depreciates further.
Arising out of the claim of clerk-typists for a pay increase, legal proceedings were instituted on their behalf and the order of the court in relation thereto has not been perfected.

Mr. Ryan
asked the Minister for Finance if, in view of a recent statement that the General Council of the Civil Service Staff Panel are initiating a claim for an all-round increase for civil servants, general service clerk-typists will be allowed to share in this increase if it is approved, as to date they have received no share of the 1961 grade increases.
The formulation of a pay claim of the kind referred to by the Deputy is a matter for the panel of staff representatives under the conciliation and arbitration scheme for the civil service.
