asked the Minister for Justice what is the system of promotion in the Prison Service; and what steps are taken by his Department to secure that the best qualified men are appointed.

Entry to the rank of prison officer in the prison service is effected by competitive examination held by the Civil Service Commissioners; promotion thereafter to successive higher ranks is made strictly in order of merit the evaluation being based on each officer's general service record and the reports of the prison governors under whom he has served.
