asked the Minister for Local Government (a) the date of receipt by his Department of the completion form for a house erected at Cloughmacsimon, Bandon, County Cork (applicant's name supplied), (b) the number of subsequent inspections by the Department inspector or inspectors, and (c) the reason for the delay in the payment of this long outstanding grant.

(a) The form of application was received in my Department on 29th September, 1962, but was not fully documented and the outstanding information was not received from the applicant until 19th November, 1962.

(b) There inspections have been carried out by my Department's inspectors.The first inspection, on 14th January, 1963, revealed that the standard of workmanship was very poor and that certain substandard fittings needed to be replaced. The applicant was informed accordingly. Following a subsequent request for grant payment, an inspection on 15th June, 1963, showed that the applicant had departed from the original plan. This necessitated a third inspection in order to clarify the position. It is now shown that the new house is connected with the old dwelling and it will accordingly be necessary for the applicant to block-up the connecting door before final payment of the grant can be made. The applicant is being informed accordingly and arrangements are being made for payment of an instalment of the grant.

(c) There has been no undue delay on the part of my Department in dealing with this case. The applicant himself was responsible for most of the delay.

Would the Minister indicate why that information was not supplied to a Deputy who asked for it on numerous occasions and why it had to be elicited by the putting down of a parliamentary question?

I am afraid the Deputy will have to wait a little longer. I could not answer that question straight away.
