Mr. Ryan

asked the Minister for Justice if he is aware that very serious traffic delay and confusion was caused in the South Great Georges Street-Dame Street area of Dublin between 9 a.m. and 10 a.m. on 28th August last because of obstruction caused, with apparent Garda permission, by commercial photographers taking pictures of models in a shop window; and if, having regard to the ease with which such photographs might have been taken on the same date in bright daylight many hours before the morning traffic rush, he will have steps taken to prevent any further similar obstruction of traffic.

I am informed by the Garda Síochána that the filming in question, which was being carried out on behalf of the proprietors of the premises concerned, was to commence at 6 a.m. but that the glare of the morning sun made it necessary to postpone operations until 6.45 a.m. Filming then began but was suspended between 8.10 a.m. and 9.30 a.m. approximately so that traffic flow would not be interfered with. When traffic lightened, filming was resumed but was discontinued after about ten minutes at the request of the Garda Síochána as there was some slight traffic congestion mainly due to the presence of onlookers.

I do not accept that serious delay was caused to any traffic, and only one complaint was made to the Garda Síochána about it.
