asked the Minister for Agriculture why the October issue of the Farm Bulletin has been circulated with pages 9 and 10 removed from the Bulletin.

I had decided to make certain changes in the Cattle Breeding Scheme for 1964 and arranged to publicise them in the October issue of the Farm Bulletin. Following representations made to me, and after the Bulletin had been printed, I changed my mind and agreed to postpone the introduction of the changes for one year.

Committees of agriculture, breed societies, etc. which were notified of the proposed changes, have been informed of the postponement.

Could the Minister tell us what were the changes he had in mind?

They had to do with the amount of the premium for certain bulls from proven stock. When the proposed change was submitted to me, it looked reasonable. Later, however, I was approached by certain breeding interests. They convinced me and I changed my mind — not a bad thing when you feel convinced you should change your mind.

The more often the Minister changes, the better it will be for us all.
