Mr. Ryan

asked the Minister for Local Government if he is aware of the failure of the Dublin County Council to cut grass and weeds on an open space at Fortfield Road, Terenure, Dublin, which was acquired by the Council after the Council compelled the developers of the area to plough it, sow grass seed in it and surround it with a low concrete wall; and if he will take steps to ensure that the Council properly maintain public open spaces to prevent them becoming eyesores and a menace to owners of adjoining property.

I understand that the Dublin County Council has not been officially asked to take in charge the open space in question and that permission for the development of this estate was made conditional on compliance with certain requirements in regard to the open space. I am also informed that the developers have not fully complied with these requirements and that until they do so the council will be unable to consider taking the open space in charge.

Is the Minister aware that the real trouble is that the clever officials of the county council required this open plot to be surrounded by a concrete wall and that wall has made it impossible now to bring in a mowing machine, with the result that the plot is now in a worse condition than ever it was, although a considerable amount of money was spent on it laying it out as a beautiful lawn? It is now impossible to cut the grass.

Whether or not that is the problem I am not aware, but I do know that the council have not even been requested to take this plot in charge.

If it were not for the tinkers' horses, it would be in a much worse condition.

If one cannot get a mowing machine in, I do not see how the tinkers' horses can get in.
