asked the Minister for Finance when the Pensions Increase Bill, 1962 will be circulated; why it was not circulated during the Christmas Recess as promised by him; what is the reason for the delay: whether any pensioners are precluded from receiving the requisite increases by its non-publication; and, if so, when they may expect payment.

The Pensions (Increase) Bill will be circulated next week. The Bill is a comprehensive measure covering the 1962 and 1963 increases and providing that future increases in public service pensions may be authorised by regulations made by the Minister for Finance. Accordingly, its preparation was considerably more difficult than previous pension increase measures. Priority had also to be given to the calculation and payment of the appropriate increases in pensions paid out of Departmental Votes. These pensions have been increased under the authority of the Additional Estimates passed by this House. Public service pensions paid out of the Central Fund or from superannuation funds not voted by Dáil Éireann cannot be increased until the Bill becomes law.
