Publication of Booklet: Motions.

I take it that this procedure also regulates the procedure in regard to the two motions discussed in association with this Estimate and that they will be moved. You cannot put them now, Sir, because I have not moved our motion.

I will have to have them moved formally.

I am in your hands, Sir. Would it be better to have them moved now? We do not propose to divide now. Do you wish to have them formally moved now or when you call the Estimate for Division?

I cannot call the Estimate now, because I do not know what will happen the motion to refer back the Estimate.

Would it be more convenient for us to move the two motions now?

In order to divide on them on Tuesday, they must be moved and referred to Tuesday now.

Very well; I will move them now if the Chair wishes, provided the divisions are taken on Tuesday.

Will Deputy Dillon move his motion formally?

The rules of procedure provide that where a division is challenged on an Estimate, the division will be taken at 10.15 p.m. on the next sitting day. Does that rule cover a motion?

It does in this case.

Let us agree that it does.

I move:

That Dáil Éireann calls for the immediate withdrawal of the Department of External Affairs publication entitled "Facts About Ireland", produced at public expense, on the grounds that its contents are politically biassed, and present a grossly distorted picture of the evolution of modern Ireland.

Question put, and, a division being demanded, it was postponed in accordance with the Order previously mentioned.

I move:

That Dáil Éireann considers that the Minister for External Affairs has not discharged his duty to the taxpayers in the manner of the production of the booklet "Facts About Ireland", and that the section of the booklet headed "History" does not reflect respect for objective recording of events of the past half century but is written with the obvious purpose of political advantage of the Fianna Fáil Party; that, further, Dáil Éireann is of opinion that gross offence is offered to large numbers of our people by the complete omission of any reference to such a historically significant social event as the great struggle of the workers in 1913 under the leadership of James Larkin which had such profound results upon the living standards of the Irish people and peoples of other countries; and that, further, Dáil Éireann condemns the lack of any reference to the growth and development of the Trade Union movement and its tremendous contribution towards the well-being of the nation.

Question put, and a division being demanded, it was postponed in accordance with the Order previously mentioned.
