Mr. Ryan

asked the Minister for Education if he will take steps to amend the Vocational Education Acts to permit of the establishment of a national body dealing with youth welfare on the lines of Comhairle le Leas Oige.

I do not propose to take action as suggested in the Deputy's question. I am not satisfied that there is any such youth welfare problem of an educational nature which is not capable of being dealt with under existing statutory provision.

In view of the fact that it was felt necessary for Comhairle le Leas Oige to provide educational facilities in Dublin city through youth clubs and the fact that the suburbs of Dublin city have now spilled over into the county administrative area, is the Minister aware that the existing legislation prevents the County Dublin educational authority giving education facilities through youth clubs whose premises are situated in the county council administrative area? Although boys attending such youth clubs may all come from the city area, Comhairle le Leas Oige cannot give grants or any assistance or encouragement to these clubs if the premises are situated in the county.

The committee of the county is in a position to give educational help to youth clubs of other committees. The Macra na Tuaithe organisation is a case in point. The Dublin city committee would not be entitled to do it in another committee's area but that does not preclude the other committee from helping.
