asked the Minister for Industry and Commerce the amounts in grants paid by An Foras Tionscal and the amounts in loans given by the Industrial Credit Company Limited during the period 1st January 1960 to 31st December, 1963; and if he will state the numbers employed in enterprises promoted (a) wholly by Irish nationals, (b) jointly by Irish nationals and foreign nationals, and (c) wholly by foreign nationals.

The amount of grants approved by An Foras Tionscal during the period 1st January, 1960 to 31st December, 1963, was £11,321,109. Payments made during that period amounted to £5,608,771.

The numbers employed in the enterprises covered by the grants approved during the period in question are not known. The following figures represent the estimated potential employment to be afforded by the enterprises when full output capacity is reached.

Enterprises promoted wholly by Irish nationals—6,030.

Enterprises promoted jointly by Irish nationals and foreign nationals —1,310.

Enterprises promoted wholly by foreign nationals—16,210.

The total amount provided by the Industrial Credit Company Limited by way of loans, direct investments and hire-purchase facilities for the four-year period ended 31st October, 1963, was £12,736,000. The company are not in a position to supply the information on numbers employed requested by the Deputy.

Can the Minister say if he has any information as to whether the amounts given by way of loan or grant were in the same ratio as the employment given by the three groups?

I do not think I could say that is the position because, as the Deputy is well aware, there are two major types of intensive: labour intensive, and capital intensive in industry. In the former, the employment content is greater than in the latter.

Would it vary a great deal? Would it be roughly the same proportion as the number of employees or potential employees?

I do not believe it would be.
