asked the Minister for Local Government if he is now satisfied that the Commissioner of the Garda Síochána should make regulations compelling pedestrians to walk on the right-hand side of the road, facing oncoming traffic.

I would refer the Deputy to section 88 of the Road Traffic Act, 1961, under which the making of general bye-laws with regard to the duties of pedestrians is a matter for the Commissioner of the Garda Síochána in the first instance. I understand that bye-laws under this section are being prepared by the Commissioner at the moment and will shortly be submitted to me for consideration.

At present an approach to pedestrians is made by way of propaganda on the advantages of following such a rule on roads where footpaths are not provided. This is done in the "Rules of the Road", in leaflets and radio, television and cinema material prepared by my Department.
