asked the Minister for Local Government whether his Department or any other relevant authority exercise control over the types of advertisement set up at roadsides and, in particular, over advertisements in luminous paint; if he is aware that certain types of advertisement in luminous paint can be highly confusing to drivers in darkness; and whether he will take steps, in the interests of road safety, to prevent the erection of such confusing advertisements.

The provision of such advertisements can be controlled by the planning authorities under the Local Government (Planning and Development) Act, 1963, or where appropriate, by the Garda Síochána under subsection (14) of section 95 of the Road Traffic Act, 1961. Subsection (14) would apply to advertisements capable of being confused with traffic signs or which make traffic signs less visible to road users or which obstruct the view of road users so as to make the road dangerous to them.

If the Deputy is aware of the existence of a particular advertisement or particular advertisements causing confusion or danger to road users, I shall be glad to receive from him such details as will enable me to have the matter investigated.
