Mr. Ryan

asked the Minister for Health the date upon which his Department issued a leaflet entitled Health Hints No. 7, and the number of such leaflets printed.

Distribution of this leaflet, which deals with dental care, commenced on 24th September, 1964, and is continuing. 110,000 copies of the leaflet were printed.

Will the Minister tell the House what the cost of printing the leaflet was and how that compares with the amount the State had to pay to defend the court action taken in regard to the fluoridation of water?

The overall accounts in regard to the printing of the leaflet are not yet available but I understand that the total cost will be less than £600. The State costs in the court case referred to are in the order of £22,000 but I expect that those costs will be recovered from the plaintiff.

Arising from the asinine question put by Deputy Burke, does the Tánaiste challenge the right of the people to go to the courts to assert what they believe to be their legitimate rights against the Executive?

I do not challenge the right of any person to go to the courts, provided he does so at his own expense.

I understand from the Tánaiste that that is what he anticipates.
